SDCEA has incentives to invest in energy efficient appliances, but has increased the fixed charges which works against energy efficiency. How should they structure rates and incentives to advance energy efficiency objectives? Should the board adopt an efficiency target to work toward and to use as a driving factor in establishing utility policies?
